Description: To the Constable of the Town of Southampton in said County:

GREETINGS:

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town qualified to vote in Town affairs to meet at the William E. Norris School, in said Southampton on Monday, the 30th day of October, 2006 at 7:00 p.m. for the following:

ARTICLE 1 To see if the Town will vote to transfer the sum of up to $9,500.00 from the Stabilization Fund to purchase payroll software, or take any other action relative thereto.

ARTICLE 2 To see if the Town will vote to transfer the sum of $35,000.00 from the Ambulance Fund to purchase a vehicle for the Fire Chief, or take any other action relative thereto.

ARTICLE 3 To see if the Town will vote to transfer the sum of up to $25,000.00 from Community Preservation Funds for cemetery stone restoration and tree and bush removal needed for historical preservation of the West Part Cemetery on Fomer Road, or take any other action relative there to.

ARTICLE 4 To see if the Town will vote to transfer $22,317.00 from Community Preservation Undesignated Funds to each of the following Community Preservation Funds: Open Space, Historic Resources and Community Housing for a total amount of $66,951.00, or take any other action relative thereto.

ARTICLE 5 To see if the Town will vote to transfer the sum of $69,476.00 from Free Cash to Local School Transportation, or take any other action relative thereto.

ARTICLE 6 To see if the Town will vote to transfer the sum of $54,395.00 from Free Cash to Vocational Transportation, or take any other action relative thereto.

ARTICLE 7 To see if the Town will vote to transfer the sum of $62,206.00 from Free Cash to Vocational Tuition, or take any other action relative thereto.

ARTICLE 8 To see if the Town will vote to transfer the sum of $63,181.00 from Free Cash to Hampshire Regional Education, or take any other action relative thereto.

ARTICLE 9 To see if the Town will vote to transfer the sum of $100,000.00 from Free Cash to the Stabilization Fund, or take any other action relative thereto.

ARTICLE 10 To see if the Town will vote to approve a change in the spending limit for the Planning Board Revolving Fund from $1,000.00 per year to $2,000.00, or take any other action relative thereto.

ARTICLE 11 To see if the Town will vote to transfer the sum of $3,094.75 from Free Cash for the purpose of paying a prior year’s bill for Legal Services, or take any other action relative thereto.

ARTICLE 12 To see if the Town will vote to approve the Illicit Connection By-law, (Illicit Connections and Discharges to the Municipal Storm Drain System), or take any other action relative thereto. As written in attachment.

ARTICLE 13 To see if the Town will vote to approve the Storm Water Management By-law, (Erosion and Sediment Control for Storm Water Management), or take any other action relative thereto. As written in attachment.

ARTICLE 14 To see if the Town will vote to approve the Accessory Apartment Zoning By-law, (Proposed Accessory Apartment Zoning Bylaw), or take any other action relative thereto. As written in attachment.

And you are hereby directed to serve this warrant by posting an attested copy thereof at the Town Hall in said Southampton, and notices, fourteen days, at least, before the time of holding said meeting.
